Does DefCon have an IRC channel? Should it have a channel? Does anyone think this is a good idea?

Just because you can doesn't mean you should. This applies to making babies, hacking, and youtube videos.

        Re: IRC?

There is no official Defcon IRC server or channel. I do know that many Defcon Groups create their own channels on various IRC network, but there is no single, official "Defcon channel" or IRC server.

If there were such a network, even with 5% of the attendees using it, there would likely be way too much noise for anything productive.

For Defcon Group IRC channels, they often follow the convention #dc[0-9]+ where [0-9]+ is an area-code, or country code+area-code/city-code.

Also, sometimes contests or events will spawn their own IRC channels as Defcon approaches. I've seen that happen a few times over the past few years.

Check with your local DCG to see if they have a channel and which IRC network they use.
