Defcon Episode of Level 9 (Short lived 2000 TV series)

Sorry if this is common knowledge, but I had never heard of it. Needless to say, it's pretty bad. The episode takes place in the "Cleopatra hotel" and features a occult ritual to bring down the military satellite network as well as a mention of Spot the Fed.

The one quote on IMDB at least seems to hit on the fact everyone smokes cigarettes:
