Cigarette prices at the Rio suck. If you have a car, a friend with a car or know someone who is going offsite, it's always good to ask them to get you a pack (or more likely a carton).
Many of us smokers do buy cartons of smokes before we leave and fly in with them.

IIRC, the smoking area was just outside room #43. The DC19 venue page appears to confirm (this is a "better" map, but it depicts a much smaller area).

I called the Rio front desk to confirm whether any other location sold tobacco; the receptionist said that there was not. I do seem to remember cigarette girls, though.

There was also a little sundries type place on the first floor of the masquerade village next to the masquerade tower elevators. I believe they had cigarettes, but it's not numbered on the map.

I recall the "Rio Logo Gift Shop" (#8 on the map) sold cigarrettes last year, I do not smoke but I remember going there with a friend who bought cigarettes. I think that is their equivalent to the ABC store.

I would say yes the rotunda is by numbers 29 and 30. I believe you are correct about where the doors are located as well. That map does not seem to scale very well with respect to the actual size and distance. I also believe there was a shop between 25 and 26, not sure what they sold. And there was a small business center near there as well. hope that helps.
