If you're going to be in town before Defcon, I think the BSides LV CFP is still open, and they're a good group to submit to as well.

Sorry, but I tried to find someone/somewhere to ask. Speakers Corner was the only sub-forum where I thought I could ask about the CFP process.

So the lightning talks track follow the same procedure?

I have a speech, but missed deadline. Or, actually, found several fun pin bypass in iOS (zero day) and want to talk about it: history, locked features, present vulnerabilities (zero days) and future vulnerabilities. My speech can be 20 to 50 minutes.
If someone cancels, can you volunteer as a backup/standby speaker? Are all slots filled?

You can not volunteer for that position. The slots will be filled with content culled out of the DEF CON CFP selection process.
