The component you circled is a crystal oscillator. I don't know the exact specs used on the DC22 badges, but considering that they're based on the Propeller 1, it shouldn't be too hard to find one that will work.
To nail down exact details, I checked the DC22 CD, but found only source code on there...next, I tried a few google queries similar to /(?:dc|defcon)\s*(?:22) (?:badge) (?:schematic|bill of materi[ae]ls)/g
defcon 22 badge schematic ended up being the winner. Result
Unfortunately, that didn't include the BoM. I finally gave up and cross-referenced the datasheet and the code, and it looks like it's a 5MHz crystal.

Defcon 22 Badge Repair Help
So I was one of several people that got a defective badge at Defcon. At the moment I'm trying to repair it myself as it seems it's just missing a transistor. Can anyone verify what the component circled in red in the enclosed picture is? I'm thinking it's a transistor of some sort. If anyone has the details on what this part is exactly that would be of tremendous help.
