              well I have been fiddling with it for a few minutes so far I have determined that it is could be an escalating one time pad...

              let me explain:

              I D O V J Q G
              T P B J Y G X
              U Q C K Z H Y

              but these all don't resolve :(

              I originally had thought you were using the 12-18 as your transition shift for your alphabet, then be substituting your 9 - 33 for A=1, Z=26 representation... and I get the above results with no shift, with shifting, and with shifting offset with 1... nothing good so far... :(

              I had thought I recognized it earlier, we use this to stash messages in header messages that appear to be like spam mimic, but at a level where no one would really recognize it.... but is easily recognized with a script.
