1) Email "parties@defcon.org" with all of the details of the party (when it starts, ends, location is it to be at DEF CON, or an unofficial party, who is hosting it, costs to entry, badge requirements, limits to who can attend by age, alcohol, etc.)
2) Consider notifying https://twitter.com/defconparties with an "@" mention and same details.
3) On forums, you can try creating a NEW thread (only when making a new thread can you add an event to the forum calendar) : I've created an "article" (with pictures) on how to add calendar events to the forums, as well as polls: https://forum.defcon.org/node/228321
