Op #1 Intro:
Welcome back to the Ops Center! It's time to get to business here and start using OSINT for good. So, diving right into our case we have a classic OSINT challenge: a missing persons case. On September 1st of this year, a 16-year-old named Georgia was reported missing, last seen with her biological mother. In the interest of privacy I'm not going to publicize any of the names (beyond Georgia and first initials). This material is purely just showing what you can do with OSINT, and how you can help.

ALL OF THE FOLLOWING INFORMATION IS MUCH FURTHER REDACTED THAN WHAT IS PUBLICLY AVAILABLE. DO NOT HARASS ANYBODY LISTED HERE. ALL OF THIS INFORMATION WAS OBTAINED IN ACCORDANCE WITH LOCAL REGULATIONS AND IS RELATED TO A REQUEST BY A LOCAL POLICE FORCE TO FIND A MISSING TEEN. THIS INFORMATION HAS BEEN HANDED TO THE CRIME SOLVING FORCE RELATED TO THE CASE AND FORWARDED TO THE POLICE DEPARTMENT RELATED TO THE CASE.

Details:
Georgia was last seen outside her home, reported missing by her father who we'll call 'J'. There were reports that she was picked up by her biological mother, who we'll call 'A'. 'A' drives a white Kia Sorento SX, of which the license plate is publicized. The plate format is "XXX-XXXX" and is a Pennsylvania license plate. We can add this information to our dossier now (full dossier is found at the end of the sheet with personal details redacted for public safety).

We can look up 'A''s social media accounts in typical OSINT 'first step' fashion in which we find the following: 'A' is located in XXXXXXXXXX, Pennsylvania. We can also see that she has two Facebook Marketplace listings, a business registered as "XXXX XXXX LLC" and is employed by "XXXXXX XXXXXX XXXXXX". We can add this information now.

Now that we have this information, we can poke around on Google Earth to see if we can spot her car. Now unfortunately, the area in which her business is registered has very poor coverage so we are not able to obtain any good data. Instead, we will turn to Public Record to attempt to gather more information.

Public Record shows that 'A' is known by several last names. 'A' has been married twice, and one marriage has kids which would be Georgia and her sibling. These same records cite three known last names for 'A': 'XXXXX', 'XXXXX', 'XXXXXXX'. We can add these to our document as her known last names, as well as using these to figure out that she has several known residences: one in West Virginia which becomes a point of interest later. Let's add all these to a table now.

There we go. We now have a new POI to search on Google Maps, Google Earth, and Planet Labs. Starting with Google Maps and Google Earth, we see that there are a few cars int he driveway. One of which is a Pennsylvania license plate... Providing that this is a known address of 'A', and her car, we can assume that a Pennsylvania plate in West Virginia can't be a coincidence. From Street View and Satellite coverage we know that this car is there until at least 2/2024. Moving over to Planet Labs, we don't see much due to the large number of clouds in the sky, so we can't get a good view of the driveway in a recent manner.

Anyway, we can now confirm a few of our previous points, and continue our search. Back to public record, we can see a primary email address, "XXXXXXXXXX.XXXXX@gmail.com" as well as several phone numbers. "(484) XXX-XXXX", "(301) XXX-XXXX", "(941) XXX-XXXX", "(240) XXX-XXXX". All of which make sense, with some being old phone numbers, others being expected landlines or mobile numbers. Let's add that to a table in our document now:

At this point, we have enough information to submit to the police, and we have decent confidence. This data has all been submitted to P3 and forwarded to local law enforcement. The case is open and will be updated within 30 days. Hopefully some OSINT work can help return a missing teen to her rightful home.
