If it's just a word document, why not invest in a 3.5 disk, and if it's bigger than 2.44 MB, get a USB drive.

Im pretty sure Word (of the microsoft variety, which Im making an educated guess that you are using, considering XP, although you may be running some other office suite correct me if im wrong) has a password feature in it anyway.
In Word 2003 SP1:
Tools -> Options -> Security
There you can set a password to open the document etc.
Although if they have managed to get you user account password for XP, you may want to consider harder to guess passwords? (Im guessing they just guessed a bit). How about storing the word document online somewhere? passworded FTP or something? (obviously not the most secure thing in the world publishing your work on the internet, and with you web restrictions could be a pain) But if its not stored locally would stop people going through your computer for it.
As for the not being able to search or get on the internet. I have a web-filter that is particularly picky, sometimes won't let me get on the internet if my homepage has something objectionable (in it's programmed opinion).
But I'm still wondering if it let you on forum.defcon.org, why wouldn't it let you on forum.defcon.org/search.php?(?)
Anyways, as for multiple users, I have XP. This is a big help and solves a lot of privacy issues. But it doesn't take away from the fact that I recently had to change my password, on account I found traces that my siblings had gotten on to my account and starting surfing the web, and God knows what else they did...

What I'm trying to do is make a folder to keep my siblings out. I write very personal stuff in a word document that is encrypted. However, it is not difficult to decrypt, since the decryption program is located on C drive and my siblings aren't computer-numb.
Any way I can put a password on there?

GnuPG it. Keep your keypair on a removable media. If your siblings are busting strong crypto, I know some folks in Maryland that would probably love to talk to them.
