Ensure lots of people start packing cheese on board flights in similar containers and have them talk in line about a cheese festival, and after hours of false positive, the real "package" commes through that looks just like the cheese packages buts does not contain cheese.
"Oh. It is just cheese again. No need to wipe it and test for explosive-- we've done this 100 times today and each one is just cheese, and we have a long line of people to get through before I go to lunch."
False positives can be a benefit in breaking "social" security-systems. I've seen people teach new employees to bypass security checks because of the time that is saved. "I know what the book says, but if you do it this way, it takes less time."
