Problem with port 21 on windows2003

Hi I got a problem with port 21on windows 2003 server - I mean I can not connect to other servers on that port (21)
for example

% ftp freebsd.org 21

Windows is blocking it
- if I switch off firewall of windows in

run >> services.msc

- after that it works, but NAT is not working and clients do not get adress from dhcp server. Any ideas ??
