Real ID act false positive?

I was thinking about the real ID act, and realized what if someone does manage to counterfeit a federal ID(which they probally will). Is the government going to assume that who ever has federal ID has already been cleared? And, if they still check people after the act, doesn't that me they are just wasting our money and blowing smoke up our asses--not to mention a new way to track people. What's next, GPS?
