Didnt the telcos try this with metered ISDN back in the 90s? Didnt it suck for everyone?

Society in general tends to repeat the past, with the exception of a small group of people who say "hey guys, remember when..." but are summarily ignored.

What does that say about the people of Beaumont, TX? I would be pretty insulted if my community was singled out to be charged differently than the rest of the subscribership. You have to ask; why there?

Just for the record the people of and the state of Texas(with our most notable exception) are just fine. Drove across it once, it was flat, and it took a long time.

Likely, the folks of Beaumont, TX have been singled out because Time Warner did some homework and found them to be most amenable to this change, thus loading the test to be a success.
