This was the closing ceremonies shortly after Joe Grand/Kingpin was introduced on the stage. The music playing is "The Brothers Grimm - Badgez" which includes lyrics that take content description of the badges as described in the Defcon Program.

The waving of the badges was done as a request from the stage, where lights were turned out. People were asked to select the POV (Persistence of Vision) setting on their badges, and wave them side to side to read the text included. You can sort-of read the words spelled out on the badges, in this video.

That rap turned out pretty good actually, I know Joe was pleased. Good badge at DC15, gonna be hard to top this year.
