I just got back from a Vegas trip and I checked out the Riv again.
1) The splash bar is gone for good, they put a bunch of slot machines in the area, so there's no chance they're going to rebuild it.
2) The food court is mostly closed, it looks like they're working on the remodel, but they don't seem to be working very quickly. I'd guess it will be complete by con though. La Salsa and one other place was still open.
3) On one of the Monaco elevators, on the poster, behind the glass, is a sticker that says "defconbathroomcam.com" (see photo)
On the day I was there, on the front of the business section of the paper, was an article about Riv deciding not to pay their debt or something, plus there's a ton of stories about it.
