I heard that entry to defcon is free for people going to the blackhat briefings.
Is this accurate?

Yes, as long as you pay for Black Hat you can get into DEF CON.

To clarify Dark Tangent's answer; Your Black Hat Badge will come with a ticket you can exchange at Defcon for a Defcon Badge. You MUST have this ticket, without it, you will not get entry. If you loose it, Black Hat & Defcon can not issue you another one. If you are paid Black Hat attendee you should have this ticket included with your badge with your lunch tickets, etc. If you have any questions, ask them at Black Hat registration.

I'm pretty sure that's not going to work since:
1) BH happens before DEFCON
2) BH is just a little bit more $$$

So before you get the "official" answer, the answer is no.
