Well, is it just generally accepted that stumbling data is pretty much kept to self, or uploaded to a place like netstumbler? or is there an interest in maybe defcon geeks starting a states/world? map of our own?

I (and my collective) have one of the largest collection of AP's. I think it is best to share data among the masses. I enforce this by trading data. Email me your NS1 File and I will email you what I have. :)
As of Sunday June 23rd the collective has a master with with 12,551 APs. We collect and trade NS1 files. The way it works is that everyone in the collective sends me their ns1's througout the week, and usually on the weekend I merge them and create two sets of the data... a weekly partial (a collective of all collected that week), as well as a Master (all lists combined since day one)... Currently I have them from all over the US, it is pure raw data.
Also recently I have started WarSurfing which I keep in a secondary set of data, since I do not want to taint the good known collection with WarSurfed data.
