From Pyr0: The Forum user "loganWHD" is running the Defcon Social Engineering Contests this year. Announcements from that forum user here are from the person/group officially running the contest this year.

Is is possible Moose may be running another contest, but Pyr0 has received no information or request for resources. I'm going to close this thread so there is no confusion about the change. This forum has a new description and new links:
