well here is a little story i've got to tell
about a dude name blackwave
and how his server fell...
For the longest time one connection I had had the same IP for over two years, no changes (though it is a dynamic IP)... I decide to serve something for a few entities (really low traffic), over anoncon port and a few weeks later my IP changes.. and continues to change every week... changing at a more rapid rate (at one point up to twice a day)... I don't receive any emails, I do not send any emails regarding this matter... I decide to move the server to another location where this won't be a problem... and lo and behold my IP no longer changes... not once ever since... and that was about 5 months ago...
sure call me paranoid... but that was some fucked up shit.
my ip changes all the time its nice for security but not so fun when I need to give my firend my ipadress for a program or a game. I think it changes every 3 or 6 hours, then again It may be longer or shorter

yea...or you're just on dialup...and everytime you log on to the internet you're assigned a new IP...but you probably already knew that

I have some static IPs at my parents house. At my apartment I have only a dynamic IP that only changes if I disconnect my router for a long ass time. I just use a dynamic DNS account so I can ssh into my XP box (and more importantly sftp to more than 200gb of *assorted files* HAHAHAHAHA...) and serve a few other thing through it. My Netgear RT314 supports a bunch of dynamic DNS services. LRP supports dynamic DNS and there are probably clients for *BSD if you prefer that (like me) so you can get into you network from somewhere else.

I disagree. I dialup at home and connect with a given IP. If I dialup 2x a day and there are 254 IPs I can get (maybe only 252 if I account for a router and switch, plus the broadcast of 255).
