My aunt works in the space and communications division of what was formally known as Hughes Aircraft. I think they're Boeing now. Anyway, her role is project manager for satellite assembly and she had told me that modern satellites are massively encrypted and the encryption keys are kept in a vault that needs to be accessed by two key holders. Transponder codes are transported to and from the vault by armed guards.
If you want a primer on communicating with satellites I'd probably suggest looking at www.amsat.org to learn how to communicate with amateur satellites. I know that a few satellites offer voice communication and packet communication.

I have heard that even to this very day (even post-w-a-r) there are some poorly secured satellites out there that shouldn't be. but that is all i heard, and they could be lies... all lies.. dark lies...
I think the daily show got it best with there little bit about what fox news really was (The republican news network) One sided news for onesided people :P (not to be bashing republicans but it was funny)

I'll 2nd what blackwave said, I have heard these rumors of a number of poorly secured satellites floating around.
Mind you I have no idea if this is real or not, The GAO hasn't given me a "Get out of jail free card" to investigate this further...
