I am not part of this contest. This is not an authoritative reply, only one based on observation of past voting:
Historically, authors could vote for any story, including their own.
Technical info:
It looks like there are 3 polls, and the "radio button" selection instead of "checkbox" so this suggests that voters are technically (by forum voting rules, not this contest) capable of voting once in each poll. I do not know if there will be enforcement in this contest to limit voters to just one poll or allow voting in all 3. You'll have to wait for an official response from eris or one of the judges.
If you are a member, you should have access to see this thread and 2 others, where you should see a poll at the top of each thread.

At the top of the page for each of those threads should be a submit-form with radio buttons to allow you to select a story from each. Here is what an example voting poll should look like in FireFox:

Obviously, this "example" is an image from a screen-shot. You can't vote in the image. Scroll to the top of this thread and the other two to see if you see a poll like this.
I just tested this using Android and the default browser, plus FireFox, and both display the polls to me as a logged-in user while browsing with the mobile style.
Do you not see these polls?
Let me know if this does not work as described.
