As of now, I do not have any firm answer for when that will happen.
However, some hints on when it would be likely to happen based on last year with citations...
On the main site https://defcon.org/, as of May 9, 2023, there is/was a note from April 19, 2023 which mentioned:

A majority of content for LAST YEAR was posted on the DEF CON forums on June 6, 2022 for LAST YEAR.
An announcement for LAST YEAR ( LAST YEAR: https://forum.defcon.org/node/241921 LAST YEAR ) indicated that LAST YEAR, it opened July 5, 2022.
NOTICE: the workshop registration opening date for LAST YEAR was posted June 12, 2022 to indicate reg opening July 5, 2022: about 6 days after most workshop information was shown as available.
This timeline for LAST YEAR shows:
LAST YEAR: approximately 1 month after deadline for submitting workshops, details of available workshops were posted.
LAST YEAR: approximately 1 month after workshop information was posted, registration for workshops opened.
The only suggestions I have beyond using last year to frame expectations for this year:
