I plan on getting there at around noon to 1pm on the 10th, will I still be able to register or is there a time limit to get your badge?

I do not run badge sales. I am only commenting on what has happened in the past with badge sales.
At past DEF CON, once badge sales open up on Thursday in the morning. Thursday morning sales sometimes start at 7am, or 6am or 5am and they stay open until *at least* 3pm. Sometimes they are open later, up until 7pm or 8pm.
Then sales on Friday and Saturday often open at around 8am, 9am or 10am, sometimes earlier, then last until 5pm, sometimes later.
Sunday badge sales have been less predictable, but badges often continue to be sold on Sunday, but when open on Sunday, often closes very early, like 11am, or noon.
At some point, https://info.defcon.org/events/ may show badge sales schedules.
Maps should indicate where to go to buy your badge or redeem the online token/code/QRcode you received when you bought entry online.
When you arrive on-site, look at maps for where to go to get your badge. There has often been one line which "forks" into 2 directions: cash badge vs code redemption for badge.
A common place to visit for badge pickup is "Cesar's Forums" entering via the "Skybridge Entrance"
Look at this map for "Cesars Forum":

Look to the top-left at the yellow color coded rooms 101 , 102 , and 103 named "Reg"
From there, look down a little and to the left on the map for "ESCALATORS TO SKY BRIDGE (HARRAH'S, LINQ, MONORAIL)"
Compare that to this map from DEF CON music organizers which shown several of the building where people tend to stay in hotels, or where other DEF CON content is housed:

Notice how "Cesars Forum" is not the same as "Cesars Forum Shops" or the "Cesras Forum Tower": the "Cesars Forum" is the large building where a large part of the DEF CON conference will take place.
Use this basic information to try to get close to where you need to be.
Next, when on skybridge, look for other people going to get badges and join them.
Look for signs which indicate there has not been any kind of last-minute change in plans.
Also, look for goons (usually wearing red shirts, which indicate which DEF CON they are gooning, like "DEF CON 31 Goon") and listen to announcements they may be making, like where to go pick up your badge or if things have changed.
Another option is to look for "DEF CON Information Booth" locations and ask them questions: they are goons specialized in DEF CON information have the most current information, while the red shirts you encounter specialize in other things and may not have time to answer questions like the InfoBooth goons can.
If there is a separate line for code redemption vs cash, listen for those announcements and look for signs.
The above should be enough information for you to get close enough to use other resources on-site to help you find where to pick up your DEF CON badge.
