I am not part of the on-site DEF CON NOC, so nothing I include here is authoritative.
The last announcement I read said it would be available by Wednesday Aug 9, 2023, but it has sometimes been available earlier.
The expected website to visit so attendees can setup their devices to use the DEF CON WiFi with improved security would be: https://wifireg.defcon.org/
As of Tuesday, Aug 8, 2023 at 8:50am PDT, the site is not up yet.
If you use the "Internet Archive" you can see an OBSOLETE and OLD copy of the page from 2022 and DEF CON 30 (NOT THIS YEAR.) with:

That ARCHIVED copy from LAST YEAR has a PEM cert which has already expired. A new cert would be provided assuming the same methods would be used this year.
The ARCHIVED copy might provide hints to attendees which want to see what procedures were required LAST YEAR, so they can prepare for those same procedures ASSUMING they will be the same this year, but with a newer certificate. (Don't use the archived site for anything except hints at to what steps might be required this year.) -
