As I know I am trying to set up a Telegram group for it, along with meeting place/schedules and even maybe a website, but it has been a while since I was last part of DefCon, and things have changed a little since then including the DCGroups email.

Happy to share any details though, if the DefCon Forum admins will allow.

I do not see a DCG for Liverpool. The closest (geographically, not necessarily by available trasport) appears to be DC44161 Manchester, UK then a longer trek to DC44114 Sheffield, UK , however, I do not see any forum activity to indicate they are active

The Details for Manchester claims an email contact of @"appsecbloke" which implies twitter/X account https://twitter.com/appsecbloke and I see no website URL to check for activity they might publish. You could try contacting that person to see if they know about the status of that DCG.

The details for Sheffield provide 2 email addresses. A primary address of dc44114sheffield (at) gmail.com and a secondary email of dc (at) scottstorey.co.uk . You can see if that DCG is active by contacting those email addresses, assuming you want to travel that distance to attend a DCG.

If none of the above interest you, without a DCG in Liverpool, you could look into starting one with your friends. Details for starting a DCG:

If you have not filled out that form and followed its process, would you try that? IIRC, the DCG coordinators that deal with assigning PoC and handling application recently revised the process.
If you have filled out that form and completed the steps provided, and have no response, when did you complete this process, so the DCG coordinators can review their process.

If it asks you to email results to "defcongroups@defcon.org" you can try that, but I think that address is wrong, and should be something else. Email to "dcgroups (at) defcon.org" (where you replace the " (at) " with an "@" symbol which I believe is a valid email address.
