Having a question, many of our local OWASP and NULL Chapters have been asking for collaboration with our DCG Chapter. Are there any guidelines or rules that need to be followed for collab?

If you do not get an answer here, try emailing dcgroups@defcon.org for an answer from DCG Coordinators.

If I mail them it might take several months to get a response for their side and within that our main event might even be completed.

I am not a DCG coordinator, so nothing I write here is authoritative for DCG, but I would expect at a minimum, any collaborative events between any other group and a DCG registered as active with DCG Coordinators would need to meet whatever Code of Conduct that DCG agreed to abide by with their meetings. Beyond that? I don't know.

For an official response, you will have to wait for a DCG Coordinator to read this and reply to it, or email them and wait for a reply.

I'd expect email to get a faster reply than forums.

That is best: then you have 2 methods used to try to reach them. Maybe one will work.
