I suggest you search the forums for the word "wireless" and read all the results (yes all of them), this will give you some foundation to move from. Then I suggest you go talk to Mr. Google and ask him what he thinks about Wireless Cards, if you are really interested in how the technology itself works, then you can search for further information on that as well.
In the future, I would suggest you start by querying Mr. Google, he is much Smarter then Jeeves.

Not true. He will need a wireless card and an access point. Neither is required to be 802.11b. In fact, he'd be better off getting 802.11g. Also, why do you say Orinoco and Cisco? If all he wants to do is get online wireless, there is no need for either of those cards. Technically, an 802.11b will not give you wireless access to the INternet. It will give you wireless access to a WAP, which in turn needs to be on the Internet.
Check Sprint and Verizon for their cards which WILL connect you directly to the Internet.
