The main site for mirc is http://www.mirc.com/

As for chats of that nature, it's a matter of preference, any chat I've been a part of in an unsecure nature such as IRC is with those I have known for many years, and would trust with my life. The channel is also set +k so no one magically pops in uninvited.
Many newer to the scene, especially on IRC may not be welcomed with open arms, and bad things could result. I would recommend learning how IRC works and getting to know others in the community before you decide to raid an IRC channel and discuss hacking to be honest.

    My 2 cents,
    Qu|rk

I'm suprised you got a repsonse to that. Make one more useless post on here and you're banned. Where is MIRC located? try searching on google, its not like its a hard one to figure out. We are not your personal QA site.

I was contemplating not commenting, and I was sure he/she was asking which networks/channels specifically to find a decent group to chat with as opposed to downloading the mirc software -however I felt that it'd be better to answer the question as it was asked, with a tad of sarcasm, and a bit of info in an attempt to prevent reposting/rewording of the same question in hopes of a better response.

Naw, I've already taken care of that. This fuckwit appears to be yet another incarnation of our pal hackers_wanted, who is quite probably some form of bottom-feeding shitbag looking to have his wife/girlfriend/bear dom's hotmail password cracked.

As a memo to this retard, I would recommend that he read this thread to find out what happened to the last jackass that thought they could get around a ban in the same way.

And in the spirit of that thread, here's some info on MoneyMan:

            Email address: wanted_hckers@hotmail.com
            IP address: 209.104.146.130

            For comparison, here's hackers_wanted's:

            Email address: hckers_wanted@hotmail.com
            IP address: 209.104.146.130

So, let's see who owns those two EXACTLY IDENTICAL IP addresses:

            OrgName: Internet Operation Center

Evidently, they're not breeding them smart in Michigan these days.

Please don't make me call your employer. Just fuck off.
