I have looked everywhere, and I can't seem to find a prefix scanner. Could you please tell me where to get one if you know, or how you can find numbers that have carriers with out one?

I am aware of your e-mail and AIM already, and no - I will not send anything along the lines of a war dialer - there are way too many out there, they are not rare in any form, and you're just not trying to look with any effort at all. The way to further knowledge is to explore and be resourceful on your own, I have given you a clickable link to 2 key things you need, google and the prefix translation. Utilize the information you are given and make it work.
