If you mean for Internet browsing, Explorer has parental controls built in to a point. They are not that great but you can download other filters to add into it. I used to use SurfIt! but it seemed indiscriminate in what it blocked. That's what you get for free.

I know you can do alot of content blocking at the router level, I know mine can deny all sorts of sites, think it does filtering too. My cheapass netgear router also sends logs using smtp so you can see what sites are being viewed, and the only way around that is a proxy, which i am guessing you are not dealing with people that do that, beause if IE has controls, just download mozilla ;) Not that any schools would have tryed this shit...but...:D~:CK:~
