First one's free. What you're looking for is called RARP, or Reverse Address Resolution Protocol.

No actually I have tried many of the windows tools from rarp to arp -a, cc get mac address. But nothing tells me what the ip address of different mac addresses on my network are.

Manually you could create a cmd script that would ping each IP address and then perform arp -a to get the mapping. Have to be quick as Windows will eventually expire and I doubt you're gonna get through the entire range in time.

Most tools are written for *nix OSes so sounds like you might want to get a Mac. It's what all the cool hackers use today.
