1) Age doesn't matter. As long as your willing to be the coordinator, if you will to set up meeting dates and plan what is going to be presented.
2) Phreaknic is not a meeting persay, but as noid had pointed out previously it's a conference that's held once a year; just like Defcon. Local meetings for the most part take place once a month, if not more often.
3) You can still be new to the stuff... just be willing to learn. You don't have to be the one giving the talks at the meetings, although doing so wouldn't hurt. You could research a topic, and give a presentation on it, or find out if another member (once you get to that point) would be willing to do so.

It is put on by the Nashville 2600 and the local LUG, so yes, they have meetings monthly. PhreakNIC would have been a good chance to meet some folks. I was there, but it seemed like mostly locals (I could be wrong). I can't help ya, I am from the Memphis area.
