First off, the easy way to defeat RDF/ARDF efforts is quite easy.
Point a yagi antenna, in the case of FM, at a point that will be effective in reflection of the signal.
You have 3 or more transmitters pointing to this location.
This can be a tall building or mountain, whatever works.
The ADF will ALWAYS point to the strongest signal, in this case, the COMBINED signals from several transmitters.
When the agents show up, you will know to turn off the transmitters.
The most effective way to do this is to have a placibo transmitter at this one point.
An ammo box with a monopole and simple transmitter would work quite well.
As the box is opened, it could shift transmitter channel, giving indication of same.
This device would need nothing but power, remember, it is just something for the agents to "find".
Now, with that said, why not simply do internet broadcasting, 100% legal.
