I like mIRC with NoNameScript myself.
One, because NNS is useful (plenty of shortcuts for boring channel administration tasks, accessing personal game servers - like the one set up by your good buddy Dinky McBluehead - and the like).
Two, because it doesn't advertise its existence every ten seconds like half the scripts out there.
Three, because it leaves out all the useless stuff like server nukes, ping bombs, and TeXt ThAt AuToMaTiCaLlY cHaNgEs CaSe EvErY oThEr LeTtEr! (I f*ing hate that shit - people think it makes them look like an 'ub3r l33t h4x0r', but it just makes them look like an uber clueless wannabe.)(We now return you to your regularly scheduled programming. Please, feel free to ignore this post if you so desire.)

Xchat is about all I ever use (unless I am stuck with nothing but a shell, then it is BitchX). There is a version of xchat for windows as well.. The *nix version is free, the windows version is shareware.Happiness is a belt-fed weapon.

I've always been a BitchX user, even in X. The cross-compatible client i suggest is kvirc. Nice interface, bad default skin though. Last time i checked i believe kvirc is included in /usr/ports/irc."And God said, 'Let there be vodka !'
