If you would like to hear him speak, Russ would not be the person to contact. You can contact DT or mail talks(at)defcon(dot)org with your idea, the latter is recommended as DT's email is slow sorting.
If you would like to contact him directly, that is your prerogative and not anything you would need to run by Defcon. However, as is common sense, offering someone something you can not provide yourself is not recommended. Every so often fan-boy-ish based requests have historically put events into motion.
Also, There are several speakers who have been on our roster that normally have rather high speaking fees but have always waived their fees and spoken to us graciously. There are many aspects to Defcon that would interest someone of his background, he could speak and tailor his talk several ways and having a good reputation with both the "hacker", business and federal communities we may provide a comfortable venue.

There's a link on that page for the people that handle his speaking engagements. I say this because that page also reminds us (as he'd said in his talk) that he did not want to be contacted directly. I can also tell you (since the fees are a matter of public record) that his fee for speaking here was in the $20,000+ range (I don't remember exactly anymore, since I looked it up almost a year ago).

I don't mean to rain on anyone's parade, of course. It's certainly possible to persuade him to waive the fees, but I'd suspect that it's a non-trivial effort.

I remember watching him speak on a college cable tv channel about 18 years ago. He did a fantastic job, and apparently the TV Show Heart to Heart was inspired by his adventures.
He did keynote speeches a couple years back at major security conferences and I hear he did well then too.

You're probably correct that it is a budge issue. However, isn't that an assumption until some one asks?
