    Right on all accounts! "Children" could also be a 21 yo living at home! Ok, back to the "highway" metaphor then. We all need this training and testing early on so when we're elderly we know what a firewall, AV, anti-spyware, root-kit removers are or at least know that we need them to surf ?

    1A. Yes again! The state of the Internet has been placed in the hands of wild monkey people relative to the previous owners! Are we ready for those challenges now and in the future?

    2A. Right again! Ok, then a note from your teacher that you passed x computer security training and are surf worthy? Licensing implies regulation, renewal, and a bunch of other poop trails including fees and or taxation.

        In 1998 there was an idea to have http://www. for everyone and http://xxx. for pr0n only. Keep the www side clean. Wow that would really make a difference.

          Failings of public education? I most certainly agree. This is a major drawback of a society ruled by greed.

          But driving is a global phenomenon, just like the internet. Here in Australia, driver education is not mandatory, merely a very basic 'can you do a hillstart and do you understand road signs' test. How do you put in place a control mechanism on a commodity that is so widely spread across so many law and belief systems?

          While I know of many people that I would like to see permanently banned from not only the internet, but any type of electrical or mechanical appliance, I do believe the ramifications of attempting to implement such a system would just be far too great.

          *Hypothetical Situation*

          - Governing body set up to implement internet access training and control under the supervision of United Nations (widely known for being weak and easily swayed)

          - China, a country building to be a major industrial force in the new world, capable of putting immense economical pressure on it's trade partner countries (and yes, America is one of them) uses that pressure to gain partial 'control' of the internet governing body.

          - So, hypothetically, China, a country well known for the oppression of it's people and archaic control of its media, could have a large say over who gets to access the internet.

          All hypothetical of course, but a very scary idea nonetheless.

              Altruism is giving without regard to reward or recognition. So altruism is giving to please yourself, to make yourself feel good. So really, altruism is selfishness.

              But I'm wondering how this relates to the failings of public education?

                Short answer: Because it is a common teaching in public education that one must do things "for the common good", etc., thus setting up internal conflicts against our own self interests. Gain or wealth by one's own work is seen as evil, yet charity to those who would take without work is seen as good.

                Much (much!) longer answer: Read Ayn Rand. Specifically , Atlas Shrugged.
