At least some Federal agencies and prosecutors may see it that way if spoofing the CID is tied to calling in false police reports across state lines. Although, according to at least one report, there were times that one of the conspirators did more than just spoofing a Caller ID. It is said that one of them, Rosoff, used "AT&T employee passwords and identities to place false 911 calls to emergency dispatch centers." (Peruse the Google News links that Streaker69 provided above; it's in there.)
According to the Dallas FBI press release it was a "conspiracy that involved more than 250 victims, up to $250,000 in losses, and disruption of services for telecommunications providers and emergency responders".
Sorry, bascule, but I have no sympathy for her. She was involved in a crime, and was caught. There's an old saying that applies here: "Don't do the crime, if you can't do the time."Thorn

You forgot especially don't do the crime in Texas. Then again it's a woman's prison so I feel even less sympathy for her.
