From wired.com article _Just Say No to Viruses and Worms _

"Thus, with the goal of deterring future threats, the subcommittee, chaired by Rep. Adam Putnam (R-Florida), convened three panels of representatives from law enforcement, security firms and industry, including Microsoft, Cisco and Symantec.

...perhaps the most controversial suggestion came from John Schwarz, president and COO of antivirus firm Symantec, who called for legislation to criminalize the sharing of information and tools online that can be used by malicious hackers and virus writers."

And re: the Patriot Act, here are the number of federal prosecutions for terrorism over the past few years:

Just cause its criminal doesnt mean its going to stop anyone, this can be seen in p2p, the riaa is going after people, but yet they still do it. It seems like these people are all wasting there time. The internet shouldnt be regulated.

                    :
That is a fucking brilliant idea.. IF you are owner of a security company that would not like to have to worry about other people learning about network security and harming your foothold in the business.

Anytime you restrict information to a select group, the benifets and power of that knowledge is monopolized by that group.
