Most companies wont rent to you if you are under 25. Enterprise will, but they charge an extra deposit. Try hitting yellowpages.com and look for some of the ghetto rental places in vegas. Lots of them only care if you have money or not, and not about age. The major chains, Hertz, Avis, etc, wont rent to minors.

The companies that allow drivers under 25 still require a minimum age of 18 and then charge you a hefty fee each day. If you're 16, you're going to be riding in someone else's car or taking cabs. Actually, for the amount you would be spending on rental surcharges for being underage, you're better off taking a cab anyway. Plus, cab fare can be split with a few other folks going to the same place, so you're not going to have too much trouble getting around cheap. Not to mention, you're probably not going to be venturing more than a few blocks out during the weekend anyway. While I do a bit of sight-seeing in the days before con, my trips during con are pretty much to the liquor store on the corner or down the street to Terrible's ($1.99 steak and eggs!!).the fresh princess of 1338

Ever been behind some total jerkwad on the road and want to rear end him? That is the perfect time to have a rental car. Unfortunately 16 year old usually have that feeling every 6 seconds.
Maybe you can buy a car in Vegas for $400 that is on its last legs, then just junk it at the end of con.
Better yet, push it in the pool. :>

If you get a rental car you will probably be stuck in traffic more then anything else. If you plan to venture very far from the AP grab a taxi or find a friend who lives in vegas and has a car. You'll be driving an unfamilar car in an unfamilar city which is known for some grid lock... Being 16 you probably haven't been driving that long (even if you started driving illegal at 13).
So why do you need a rental car?

Being sixteen once myself, a bigger concern is that you may get very frustrated in Las Vegas if you stray far from the CON, because you'll have to wait until you're 21 to participate in much of want you might want to do.

I am not sure if this will work, but it is worth a shot for you to try.
Anyone under the age of 18 in the U.S. and who is not considered an emancipated minor is viewed by the law as not being primarily financially responsible for damage done to property. The courts view the parents or legal guardians as responsible for financial loss due to property damage (and medical expenses.) This is what makes me think any chance you will have in renting a car while under the age of 18 will likely require some involvement of your parent or guardian.
The other suggestions here are rather good, but if you are dead-set on renting a car, the above may be an angle for you to try in this.
