Another idea: it is possible (though I have not checked) for a rental car company to rent to your parent or guardian who then takes legal and financial responsibility for the car and anything which may happen to it and anyone else who may be involved, and then have the parent include the 16 year old on the list of designated drivers.
I am not sure if this will work, but it is worth a shot for you to try.
Anyone under the age of 18 in the U.S. and who is not considered an emancipated minor is viewed by the law as not being primarily financially responsible for damage done to property. The courts view the parents or legal guardians as responsible for financial loss due to property damage (and medical expenses.) This is what makes me think any chance you will have in renting a car while under the age of 18 will likely require some involvement of your parent or guardian.
The other suggestions here are rather good, but if you are dead-set on renting a car, the above may be an angle for you to try in this.
